Minimum Efficiency Reporting Values report a filter's ability to capture particles between 0.3 and 10 micrometres. The rating comes from a test method developed by ASHRAE, and the higher the number, the better the filter traps particles of the specified sizes. The key word is "specified": a MERV 8 filter is rated only in the 1–3 and 3–10 µm bands, so its performance on the finest particles is not measured at all.
That is why the table has three columns. A jump from MERV 11 to MERV 13 lifts the 0.3–1 µm capture from at least 20% to at least 50% — the band that contains smoke and droplet nuclei — while the coarse-particle column barely moves.
Both halves of the sentence matter
EPA's guidance is to choose a filter with at least a MERV 13 rating, or as high a rating as your system fan and filter slot can accommodate. A MERV 13 in a one-inch slot on a system already reading 0.8 in. w.c. of static will cut airflow, and reduced airflow costs you more capacity than the filtration is worth.
The fix is depth, not a lower rating: a four-inch MERV 13 media cabinet has several times the face area of a one-inch filter and drops a fraction of the pressure. See the filter size chart for the cabinet sizes.
HEPA filters capture 99.97% of particles at 0.3 µm, and particles larger or smaller than 0.3 µm at greater than 99.97% efficiency. They are not rated on the MERV scale, and they are not a drop-in for a residential air handler — the pressure drop is far beyond what a typical blower can overcome. HEPA belongs in a portable air cleaner or a purpose-built bypass unit with its own fan.
A higher MERV filter loads faster because it is catching more, so the interval shortens as the rating rises. All filters require periodic replacement to function properly, and the manufacturer's recommendation is the one to follow. The filter-change guide has the intervals by depth and rating.
